In broad terms these are To ensure that the fabric of the church and its site is properly maintained and that the building complies with all appropriate current regulation and legislation; and to keep up to date with changes and, where appropriate, act to fulfill these revised responsibilities. To ensure that the building is used safely and in accordance with the limitations and prohibitions set out in the CPD and according to the instructions of the Church Council. In addition to these responsibilities the committee will oversee the use of the building by church groups and the letting of the building to other organisations The committee will undertake, to the best of its ability, the following duties: 1.2.1 Access & Security We want to ensure that the building is as open and accessible as possible while safeguarding the building and its contents. To achieve this we will ensure that there are appropriate processes in place to manage access to, and the security of the building. Specifically; To ensure that an accurate register of key holders is maintained To ensure that an accurate list of security code holders is maintained To ensure that individuals have been made aware of the responsibilities, relevant policies and information pertaining to their access to the building 1.2.2 Lettings We want make the building available to as broad a range of people a possible and to use any revenue generated to further the mission of the church. To achieve this we will ensure there is an appropriate process in place for the management of lettings of the building. Specifically; To ensure that all lettings are in keeping with the purpose of the centre and context of the church site To ensure that all those accessing the building for the purpose of letting are aware of their responsibilities towards the requirements for the safe and appropriate use of the building and its facilities. 1.2.3 Safeguarding The church is aware of its responsibility to ensure that appropriate policies & processes are in place to keep vulnerable individuals safe whilst on the church site. This process will be formally adopted by the Church Council and reviewed on an annual basis. 1.2.4 Maintenance & Cleaning We want the building to be a pleasant and safe place for people to meet and worship. To do this we will take all reasonable steps to ensure that the fabric and fittings of the buildings are adequately maintained and to bring to the attention of the relevant party any requirement that needs attention or repair. Specifically; That maintenance is carried out in accordance with the relevant schedules and standards. That equipment and system checks and tests are carried out in accordance with the appropriate schedules That all relevant assessments are carried out in accordance with the appropriate schedules To co-ordinate the cleaning of the church and to ensure that appropriate equipment and materials are available to those undertaking such work. 1.3 Composition The size and membership of the Property Committee will be such as to enable it to carry out the duties identified above. In accordance with the terms of the funding provided by South Kesteven District Council one member of the Committee shall be appointed from SKDC staff. This person will be nominated by SKDC but will be ratified as appropriate and suitable by the Church Council. A list of current members is attached at Appendix A and will be ratified with the acceptance of this policy. Any changes to the committee membership which occur between Church Council meetings will be provisional and subject to ratification at the next Church Council meeting 1.4 Way of Working |At all times the Property Committee will be accountable to the Church Council of Harrowby Lane Methodist Church It will provide reports to the Council when required and in a form required by the Church Council. The committee will meet at a frequency required to fulfill the duties identified above.
