Harrowby Lane Methodist Church & Community Centre: Property Committee – Safety & Risk This section outlines the Fire Safety Policy and the approach that will be taken in the following areas: Health & Safety Risk Assessment Managing Hazardous Substances Reporting Accidents 5.1 Fire Safety Policy 5.1.1 Purposes and Introduction The purpose of this policy is to outline the way in which we will safely manage the building in line with good fire safety practice. As a modern building the premises comply with current standards of legislation and have a number of features to improve fire safety: Emergency lighting along routes to fire exits Smoke and heat detectors in rooms where there is greater likelihood of a fire starting Manual and automatic gas cut off switches Adequate, well maintained fire safety equipment Appropriately signage including marked fire exits The Property Committee will oversee the maintenance of all existing systems and equipment in accordance with the required schedules. To support these features we will introduce processes and encourage practises that minimize the risks of a fire starting and minimize the risk to individuals in the unlikely event of a fire. These are an annual cycle of Risk Assessments. Any significant finding from these assessments will be reported to Church Council acted upon For those using the premises we will provide information on the action to take on discovering a fire and ensure stewards are able to support the safe evacuation of the building when on duty. We will ensure that the annual review takes account of new legislation requirements and update the policy accordingly. 5.1.2 Fire Risk Assessment We will undertake an annual risk assessment using the process and format outlined in the Methodist Connexional Property Committee guidance (Fire Risk Assessment Principles for Church Premises.) This comprehensive review looks at all aspects of fire safety and will enable us to identify any actions we need to take to improve safety. Key aspects of the assessment are: Identify Hazards Identify Location of People at Risk in Case of Fire Identify the Risks and Decide Whether Existing Precautions are Adequate Record your Findings and Actions Review & Revise Policy if Required A full copy of the Assessment procedure and proforma is available on request. 5.1.3 Information for those using the premises Hirers, and others using the building, will be given a summary of the relevant information relating to fire safety, evacuation and their duties in this regard. A summary of this information is attached as Appendix A and will be explained as part of the key issuing process. 5.1.4 Role of Stewards Stewards will act to support the Property Committee in implementing the Fire Safety Policy. They will receive training in the following areas: The fire detection & alarm systems in operation in the building: The action to be taken on discovery of a fire or hearing the alarm The evacuation procedure, including procedure for directing members of the public, and other occupants – paying particular attention to those who are physically disabled and those with impaired sight & hearing – to the exits and off the premises The arrangements for calling the Fire Brigade The location and purpose, and use?, of fire fighting equipment The location and accessibility of electrical and gas shut off valves The detail, and location, of escape routes, especially those not in regular use, as well as the importance of keeping access to escape routes clear. The method of opening all escape doors, including the use of any emergency fastenings The importance of keeping fire doors closed in order to prevent the spread of fire, heat and smoke The reason for not using the lift The importance of general fire precautions and good housekeeping 5.1.5 Fire Drills Fire Drills will be conducted twice a year following the morning service. This will not be done without prior notice and warning. 5.1.6 Location of Shut of Valves & Lift Controls Keyholders and those who regularly use the building will be made aware of the location of the main shut off valves for when the emergency services require this information. Gas and Water Shut-off valves are located on the back wall of the boiler room. The boiler room is opposite the office/vestry in the corridor to the right of the main foyer The main electrical switch boxes are located in the store on the back of the foyer as you enter the building. This store also contains the control box for the lift Appendix A: Fire Safety: Guidance for those using the premises 1. Introduction We want everyone who uses these premises to be safe and confident in responding in the unlikely event of a fire on the premises The premises have in-built detection systems that should activate the alarm automatically in the event of an emergency. However this is no substitute for common sense and vigilance on behalf of all users of the premises. Please take a moment to read and understand the guidance given below which outlines your responsibility with regard to fire safety and tells you what to do in the event of a fire. 2. Exit Routes Be aware of the nearest fire exit and that your route to it is clear and unobstructed. Make sure everyone you are responsible for is aware of these arrangements at the start of each meeting/event. If the escape route is through the church hall fire escape pick up the key to the side gate that is located on the right hand side of the fire exit door frame. Be aware of anyone who is with you who will need special arrangements to exit the building such as a physically disabled as well as those with hearing and sight problems. Nominate appropriate individual(s) to help them exit the building using the designated route Note: Under no circumstances should the lift be used in the event of a fire If the nearest escape is via the main Harrowby Lane exit then please remove the deadlock from this entrance as soon as you enter the premises. You will have been shown how to do this when you were given a key. 3. On suspicion or discovery of a fire or on hearing the alarm On discovery of a fire activate the fire alarm by pressing the nearest activation point (these are red boxes placed around the building) Leave calmly and quickly through the nearest fire exit. Do not stop to collect your possessions Assemble in front of the Manse (turn left out of Car Park) Telephone the emergency services from the telephone located in the phone box outside the shops on New Beacon Rd close to the junction with Harrowby Lane (Turn right out of the Harrowby Lane exit until you get to a mini roundabout. The shops and phone box are clearly visible from this point) 4. Location of Shut off Valves & Lift Controls The location of the main shut off valves is given below should the emergency services require this information. Resetting the Alarm If the emergency service confirms that the building is safe to enter then please contact the Lettings Coordinator (01476 566628) or Bryan Glover (01476 563351) who will arrange for the alarm to be reset. 5.2 Health and Safety Risk Assessment In designing and constructing a modern building many safe practices and system fail-safes will have been built in as standard. In addition to this all users of the building have on ongoing responsibility to use the building safely and to bring to the attention of the Property Committee any situation or practice which is considered unsafe. In the development of all the processes in this manual we have sought to build in checks and ‘ways of working’ which will minimise risk. The Property Committee is aware of its duties and responsibilities in promoting health and safety and will continue to take all reasonable steps to minimize the risks to all who use the building. As part of that commitment the Committee will conduct an annual Health & Safety Risk Assessment. This will be completed by an individual who has experience and expertise in this area. Any actions arising from this assessment will be noted and acted upon. A copy of the most recent Risk Assessment will be kept on file and will be made available to any individual who asks to see it. 5.3 Hazardous Substances All hazardous substances should be stored in an appropriate place. A register of all substances that might constitute a hazard will be compiled and maintained on behalf of the Property Committee. This register will be reviewed on a quarterly basis. Data sheets relating to these substances will be sourced from the manufacturer including remedial action to be taken in the event of an injury resulting from the use or presence of the substance. This information will be readily available in close proximity to the First Aid kit. All dealings with any substances will be in accoradance with COSHH regulations. 5.4 Accidents Despite taking all reasonable precautions if accidents occur it is important to ensure there is appropriate equipment available for dealing with minor injuries and a process in place for recording accidents. The Property Committee will ensure that a first aid kit is available in a central location there are signs around the building indicating the location. there is an accident book kept in a central location which explains the steps to be taken in recording an accident A nominated individual has responsibility for First Aid matters.
